Cops Caught On Camera Strangling Stray Dog To ‘Save On Paperwork’

Police officers were recently caught on video strangling a stray dog, allegedly to “save the paperwork”.
The officers involved are said to have killed the stray in front of locals in San Nicolas de los Garza, of Mexico. Several onlookers were allegedly laughing throughout the incident.

Police were said to have seen the dog while they were patrolling the town, and decided to kill it since it “didn’t appear to have an owner.”
Before you imagine that this might be embellished or fabricated, due to the extreme nature of the allegations, watch the video below.
The cops can be seen discussing the best way to get rid of the stray dog. That’s when a local man named Jocelin Batista decided to record the incident.
He mixed in with a small group that stood by laughing at the brutal scene.

“They were saying they didn’t want to have to fill in the paperwork explaining why they had used a bullet.
“First of all they got the dog to come near them by throwing it food, and then they looped a rope around its neck.
“They were then able to use the rope to strangle the dog, and you could see its head turning red. 
?
“I was a bit surprised the police officers would kill a dog like that and if been anybody else I might have said something, but what can I do?
“These are police officers who must know what the law is.”
The actual moment of the animal’s strangling death has been edited to avoid distress to viewers.
Once the dog was apparently dead, officers threw it into the back of the police vehicle.
Jocelin’s, commenting on the scene, says: “Here we see what the police does when a dog attacks another dog.
“Here we can see they grab him with a rope.
“What an effective method they use!”
Jocelin later adds: “Don’t kill him, he’s a living being!”
Finally, he concludes, “This is subhuman. This is what the police do. Is this a solution? They want to make this place better by mistreating animals?”

I wanted to make it known and SHARED that on July 6th, 2015, a white-shirted, what appeared to be a SERGEANT, POLICE OFFICER, shot my beautiful and loving dog, Knuckles,5 times in the chest and neck, without pause, nor hesitation.

I wanted to make it known and SHARED that on July 6th, 2015, a white-shirted, what appeared to be a SERGEANT, POLICE OFFICER, shot my beautiful and loving dog, Knuckles,5 times in the chest and neck, without pause, nor hesitation. 
His vehicle appeared to be about 15-20ft away from where my baby gently strolled 5ft in front of me in the yard to a grassy patch. The officer got out of his cruiser and stood next to it, and without even a warning, popped off 5 shots in quick succession.
Why was he there, you ask? I had called THEM 911 for an intruder in a friend's home! This was also the second time the cops had to be called on this man IN A MONTH. From what the other officers told me previously, the man was a JUNKIE and GANGBANGER, and had forced his way into my friend's home and remained sitting on the steps between me, my friend, and her apartment as we attempted to enter the building to retrieve some of her belongings.
After the shots were fired, I screamed to the officer "Why did you do this?!!!!" His glib reply,"He looked like he could have charged me," shrugging. At that point I ripped off the clothes I was wearing and wrapped them around Knucks neck to try and stem the bleeding. I was covered from hair to feet in his blood.
The friend who, luckily, had come to make sure I was able to grab items from the old apartment for my friend safely, knowing the history, called emergency clinics as I screamed for help. By that point there was about 10 other blue suited officers on the scene standing around looking sheepish and embarrassed but not one of them stopped to help the girl and her underwear covered in blood laying on the ground, holding her best friend. After they finally removed the INTRUDER from the building. The Srgt.'s response to my cries for help was almost a laugh as he said, "Help? We don't do emergency vehicles for animals."
My friend then helped me wrap my baby in a blanket, and lift him into back of the car so I could lay with him and hold his wounds and comfort him while he drove us to the emergency clinic. When we arrived, my baby bear was so strong he was able to be stabilized and kept overnight WITH 2 BULLETS IN HIS NECK, ONE IN EACH ARM, AND ONE IN HIS SIDE!
The next day, the vet and I called every single surgeon in both states, and unfortunately after seeing Knuckies x-rays, realized they would have to amputate both arms from the shoulders up, and with him being past his prime pup years, and all the bullets still inside him, no surgeon even felt right even taking the 17K-20k it would cost to do it. 
They said there were little to no odds he'd survive and his life after probably wouldn't be the kind he deserved if he did.
So after everything that had happened, I walked into the back room, and even on his side, legs splinted together, bandaged and cathetered, Knuckies started wagging his tail as soon as he saw Mommie. I lay down inside the cage with my baby, my best friend, and my Love, and sang to him about how he was the greatest little bear mommie ever wanted.
As they gave him a morphine drip to calm and ease his IMMENSE PAIN, I held his head, stroked his ears, looked in his eyes. Then as he received his last shot, to send him up to play with all the other doggies and animals and people he loved so much, I looked in his eyes, repeated how much I loved him and felt him go in my arms...
My baby boy. I Love you Knuckles, you were the best friend I ever had, and mommie's little bear...
God spare anyone from this.
